Civica leads advocacy campaigns that influence policy and shift the narrative.

DC Vote faced a major leadership transition as federal pressure on Washington, DC's home rule intensified. Members of Congress increasingly intervened in the District's local affairs, and the President moved to assert greater control over local law enforcement.

DC Vote hired Civica in 2024 to facilitate an envisioning process, then to lead its advocacy effort. Civica's CEO joined as DC Vote's interim executive director in 2025 and acted quickly — reorganizing a national coalition, engaging local officials, and reestablishing ties with congressional champions.

We informed congressional offices through issue-area fact sheets and expert briefings. We influenced policy decisions through coalition letters. We shaped the media narrative through press releases and interviews. We also hired staff and rebuilt DC Vote's operational systems.

Five Civica team members supported this engagement.

The impact: DC Vote reemerged as a leader of the pro-DC statehood movement, fully prepared for the transition to a permanent executive director.
